Recurring sewage backups or an inspection showing damaged piping may call for work on the sewer lateral, the connection carrying wastewater from a building toward the public sewer system. Gulfview Plumbing & Water Treatment provides sewer-lateral repair and replacement in Pinellas County and selected surrounding communities.
Call Gulfview for an active backup. For planned work, request an assessment and share any inspection findings or utility notices.

Start with inspection and findings
We start with the backups you are experiencing and any previous cleaning or repairs. A sewer camera inspection can help us see the condition of accessible piping and explain your options. If a blockage needs clearing first or part of the line cannot be inspected, we discuss those limits with you.

Cleaning is not the same as repair
Clearing an obstruction can restore flow without correcting a damaged section of pipe. Conversely, recurring symptoms alone do not establish that the entire lateral needs replacement. Review the findings and discuss whether cleaning, a focused repair, or a longer replacement addresses the identified problem. See our drain and sewer guide and hydro-jetting information for cleaning and diagnostic considerations.
Sewer bellies and backpitch: why clogs can return
A sewer line relies on gravity to carry wastewater and solids away. When part of the line sits too low or slopes the wrong way, clearing a stoppage may not solve the reason it keeps happening.

A belly holds water in a low spot
A belly, or dip, is a section that sits below the surrounding pipe. Water can remain there between uses, and slower-moving wastewater can leave paper, solids and sediment behind. As material accumulates, the available passage can narrow and recurring clogs or a full stoppage become more likely.
Backpitch works against the drainage direction
Backpitch means a section rises in the direction wastewater needs to travel. That uphill section can hold water back, slow drainage and allow solids to settle upstream. The result may be repeated backups even after the immediate obstruction is cleared.
The depth and length of the affected section, pipe condition and how the line is used all matter. Standing water on a camera inspection is a finding to investigate, not automatic proof that the whole sewer needs replacement. We explain what can be seen and whether additional locating or grade assessment is needed. Cleaning can remove accumulated debris, but it does not raise a belly or correct backpitch; any repair recommendation should address the confirmed condition.
Understand the proposed work
Your proposal identifies the section of sewer lateral we recommend repairing or replacing, including where the work begins and ends. We explain the pipe condition, connection points, cleanouts and access needed so you know what is included.
Before scheduling, we review expected service interruptions, permit and inspection requirements, and responsibility for restoring affected landscaping, irrigation, pavement or flooring. If we find a problem outside the agreed scope, we explain the additional work and price for your approval.
Confirm utility responsibilities
Identify the sewer utility serving the property before relying on a general description of owner responsibility or available assistance. A mailing address alone does not establish which utility rules or programs apply. If you have received a notice, provide it when discussing the project and confirm the requirements directly with the issuing utility.
Pinellas County program information
Pinellas County Utilities publishes information about its Private Sewer Lateral Program, including inspection, permitting, and rebate initiatives. Review the current official requirements before scheduling work in reliance on assistance. Ask the program administrator about service-area eligibility, applications, approval timing, required documentation, eligible work, and funding availability. Gulfview does not determine program eligibility or guarantee reimbursement.
Other utilities may have different programs and requirements. Do not assume that a County program applies to a City-served property, or that work qualifies automatically because a contractor performs it. Confirm the applicable process before authorizing a project that depends on financial assistance.
Comparing estimates and keeping records
Compare the proposed line segment, materials, connections, access work, permits, inspection documentation, and restoration scope. Keep the written findings, estimate, approvals, invoices, and completion records together. Ask whether video documentation is included and how you will receive it. A lower total may reflect a different scope rather than an equivalent repair.
Cost, financing, and warranty
Main sewer installation starting at $3,600
Gulfview furnishes and installs up to 40 feet of 3-inch or 4-inch Schedule 40 PVC main sewer piping from the existing building outlet to the city connection. Includes materials and labor, required test fittings, cleanouts for drain access, and trenching up to 24 inches deep.
Additional piping, permit fees, concrete or landscaping-material removal, and excavation deeper than 24 inches cost extra. Trenches are backfilled with removed soil; landscaping restoration is not included. We try to salvage and reinstall existing sod as a courtesy, but needed landscape repairs remain your responsibility. Scope or price changes are quoted for approval before proceeding. Confirm the route, length, depth and connection conditions in your proposal; this is not an all-inclusive price for every lateral.
Pricing depends on diagnosis, access, line length and condition, materials, equipment, and restoration. GreenSky financing may be available for qualifying projects, subject to credit approval and applicable terms. It is separate from any utility assistance program.
Qualifying materials furnished by Gulfview carry a two-year residential parts and labor warranty. Commercial coverage is one year where applicable; customer-supplied materials are excluded. Drain cleaning does not carry a warranty. Confirm the specific coverage for your proposed repair or replacement in the estimate.
